“The legislation was unlikely ever to have become law, because the Republican leadership in the House would have been reluctant to let it go to a vote. But as a symbol the proposed legislation was very unhelpful. The threat of high and sweeping tariffs against our third largest trading partner was the height of irresponsibility.”
